At the behest of the Ministry of Transport of Baden-Württemberg, Trafficon is developing a statewide web application that fully digitizes the process of issuing traffic regulations (VRAO) for permanently installed traffic signs. The goal is a seamless workflow for importing, managing, and evaluating data based on a digital database ("digital twin").

The application is provided as an open-source project on OpenCode.de and enables open data sharing via MobiData BW and the Mobilithek. The digital traffic sign register not only supports the digitisation of administrative processes but also the implementation of European requirements and data-driven, transparent mobility planning in the state.

The digital traffic sign register supports various functions for the digital management of regulated traffic signs.

Central Organisational and Responsibility Data 
Organisational structures and responsibilities are cyclically imported from an existing statewide application. This allows for the precise assignment of roles and authorisations – at both the municipal and state levels.

Fully Digital Regulation Process 
The application digitally maps the process of issuing traffic order permits for traffic signs: including statement procedures, the creation of an order document, and the logging of the installation. External data inputs from the executing authority can be reviewed and imported into the application. Upon completion of the process, it is archived and added to the process history of the respective traffic sign.

Structured Data Model for Traffic Signs 
A multi-level model consisting of mounting devices, traffic sign groups, and individual signs enables a realistic representation of a wide variety of traffic situations.

Open Data Sharing 
Traffic sign data is provided via established platforms such as MobiData BW and Mobilithek – in accordance with open data principles. Continuous data updates for traffic signs can be accessed via an endpoint in the TN-ITS standard.

Data Import Interfaces 
Available traffic sign data, for example from the automotive industry, can be imported into the application. This data is converted into a standardised format and can be enriched with additional attributes – for maximum interoperability.

Additional Features 
The web application is continuously being expanded. This includes checks for permissible traffic sign combinations, validity of areas for traffic signs, and comprehensive evaluation options within the database. Additional import interfaces are intended to increase interoperability with municipal and regional database systems.

EFFICIENT & TRANSPARENT: THE FULLY DIGITAL VEHICLE REGULATION PROCESS

The digital traffic sign register maps the entire process of traffic regulation orders (VRAO) digitally – standardised and without any media disruptions. This creates a clear traceable workflow for all involved:
  • Design | Selection of suitable traffic signs, specification of local conditions, justification and details of the planned arrangement, optional file upload.
  • Review | Involvement of relevant authorities via an integrated comment process, automatic notifications, digital feedback directly in the system.
  • Decision | Final processing with justification, order date, and supplementary information on the regulation.
  • Implementation | Handover to implementing authorities, option to enter installation data, photo documentation, and other attributes – also by external users.
  • Closure | Verification of implementation, transfer of data to the database, completion and archiving of the process. 
All steps take place in one application – efficient, traceable, and without media disruptions.

As the responsible software provider, Trafficon developed a comprehensive technical concept based on a detailed service catalog and in close consultation with the client – ​​from the initial requirements to final implementation.

The result is a high-performance web application with a sophisticated system architecture, intuitive user experience (UX), and a modern, accessible UI design. The entire development process was characterised by transparency, methodological rigor, and the ambition to create future-proof, efficient, and user-friendly digital administrative processes.

The digital traffic sign register is scheduled to go live in 2026 and will be released as an open-source solution on the Open Code platform.
